You are right on all counts. There is nothing that can be done to a Chinese
bootlegger, even the Thomas Kinkade Corp. and their long ($$$$) reach have
tried, not to mention the music industry and the gazillons of new bootleg
music CDs out on the market every day.
But if this guy steps one foot in the US... And the painter could possibly
prevent sales of these types of works on US soil and even prevent eBay and
other websites from letting this guy sell bootleg copies of his paintings
anywhere online. But he would forever have to keep a watchful eye and that's
just too much work and/or money to hire someone to pursue every
infringement.
I don't really know what the solution is for someone whose works are being
stolen and reproduced. I'm sure all of you have seen folks sneaking around
art festivals and taking pictures of booths and artwork, scurrying about
like rats. Then they sell "prints" and merchandise of other people's artwork
without permission or get their painting factories to mass-produce
"originals". But I think the day will come when some sort of international
copyright law goes into effect. AND Google is making strides with their
image-searching capabilities so artists will soon be able to search for a
"like" image on the web.

Getting signed certificates of copyright, actual sample materials,
etc. Seems like he is trying to put together a lawsuit against the
guy, and the mailed sample is maybe an attempt to get him to commit
mail fraud. However, the guy is in China, and I have a hard time
imagining getting any sort of judgement enforced against him.
