Looks more like a new variety of the classic Nigerian scam if you ask me. It is certainly no "club" as at least I know it but a commercial venture.
I looked up who has registered the site, and it is anonymous.
Does that tell you something.

Moderator's Note: I could find no history of the WWOPA online. They charge $6 to submit to their photo contest. None of the states that were listed that I checked showed any members yet they try to make you think they have a history of paying money to people in contests. They promise prizes of $150,000.00! It's just my opinion but I would stay away. Still, it's been slow here so take a look and voice your opinion and maybe we can warn away some other unsuspecting photographers.
