Gail - You're not alone in the confusion. Unless the person specifies, one really doesn't know for sure. However, "normally," if one refers to "8x10" or "8x10 bagged" they are most likely defining the outside dimension including the mat. Whereas one would normally state "8x10 print" when referring to the actual print size.
As a rule of thumb, it might be better to specify in your post, thus eliminating any doubt. At shows, most photographers, including myself, list the outside dimensions for customers.
Note - For framed pieces, it is NOT the outside dimension of the frame itself, but the rabbet cut, or glass/mat size, that is used to define its size.
