Not necessarily, Jim, especially when an event is run by volunteers.
I remember back in the days when the Las Olas Art Festival run by the
Fort Lauderdale Museum of Art was one of the real 'biggies'. A friend
was a volunteer at the Art Museum and she reported that working on
the committee that put on the art fair was the least desirable
committee. No one wanted to be on that one.
In addition, there is that sort of "town and gown" attitude: we have
fabulous expensive art in our museum, these traveling gypsies don't
get the same respect. Only when the right person at the museum
impresses on the entire staff and volunteers the importance of the
money making aspect of the festival does it get the attention it needs.

I emailed them, and they changed it to invited last night. Larry's
right though, if the show doesn't change their trigger dates on time,
it's worthless. Originally, they had notification set for November 2,
so I'm guessing that they had to go into the Zapp interface and change
the dates.
They didn't respond to my email at all though, which leads me to
believe that it will be the same goat rodeo as last year. I wasn't
there last year, but I remember reading your stories about the
headaches you went through. I hope they have learned their lesson and
figure out how to manage the logistics. If Naples can do it, so can
Gasparillara, right?
