I just answered the same question yesterday on Art Fair Insider.
This has nothing to do with ZAPP, Juried Art Services or any other
jury system, It's about how you approach the business of doing art shows.
There is no definitive answer. Some artists can use the same jury
images for their entire career and some change them every year. I've
scanned jury slides for thousands of artists since online
applications started and there were a few that were in slide mounts
dated from the early 1980's, and in different mediums. And for Winter
Park, I think specifying the time period the work has to be created
is a lot of bull because the last time I did it, one of the
photography awards went to work over ten years old. I know very few
artists that take the date the work was created seriously. They just
apply to the shows they want to do and hang their best work
Some artists change their jury images every year or so which
contrasts to the artist who builds an entire career on tweaking the
five or six images for jurying, constantly replacing the weakest
image each time they create a better piece.
The real answer is how creative are you and how often does your work
change enough that you feel more comfortable with a new set of jury images.

>I understand that they need to reflect your current work. But once
>you have a cohesive set that seems to work, how often do you change
>it? Many (most?) large juried shows state they have new jurors each
>year, so it seems like you could stick with the same images, again
>as long as they still reflect your work. What about smaller shows,
>that don't use Zapp nor a blind jury?
