There are two versions. The cheaper of the two has WiFi connectivity.
The more expensive has WiFi and 3G, and you also pay for the 3G
connectivity on an as-needed subscription basis monthly. You would
probably be fine around the house with just WiFi. If you don't have a
wireless router, you'd need to implement either a combo wireless/wired
router, or a wireless access point wired to your existing wired router.

Yes, you would have to write your own in all likelihod. Some apps are
free, but for a custom database, you'd want at least Excel or Numbers
(iWork on a Mac), and the corresponding apps on the iPad.

2Do is a separate app. There are many free to-do apps though. 2Do is
one of the best. Things for iPad is also well-regarded. The free
implementation of Notes and Calendar on the iPad doesn't really cut it
if you want a GTD type system.
The contact list is free, syncs with the corresponding free app on the
Mac.
