I don't know about PSE, but PS allows you to set your "Units and Rulers"
preferences. I set it to Pixels and that becomes the default for the
Image Size and Canvas Size dialogs.
The only idiot in this question is the show that specified maximum size
(1200 x 1200) and then specified the resolution. That confuses millions
of people. In this context, the resolution is absolutely irrelevant.
