It's a way of presenting it that makes people feel better about spending money on it. They can print out something on their desktop HP printer at home, or they can go to a professional and get a giclee. They can stay home and burn sugar on top of some cream, or they can go out and get creme brulee.
It's marketing.

As I understand it, giclee does mean spurt, but not ink. And it means spurt
in a way that makes the French laugh at us when we use the term and ought to
make the person using it sufficiently embarrassed not to use it again.
When it comes to making photographs, the word giclee means nothing at all,
except maybe ³I am a pompous jackass².
