The visitor sets the width and height, your only choice is whether to
respect his choice or not. On new designs, I try to make sure that a
site doesn't result in a horizontal scroll bar until the width is below
700 or so. I try to make sure the site doesn't look too silly unless the
window is over about 1500 wide, but I don't worry about it much because
if the visitor has some reasons to stretch it out that wide, he will
appreciate being able to do so.

Because the visitor also sets the text size, the designer simply does
not have any control over a lot of the layout, particularly in those
browsers where you can zoom the text without zooming anything else. If
you really want to control where your text breaks, forget about the web
and design magazine ads.
