Yes, weekend camping is a hobby. If your truck and camper weighs more than 10,000 pounds, then according to this rule, you'd have to have a US DOT license. It's interesting that they would classify RVs as commercial carriers in that instance when they are clearly not a commercial carrier.
In practice, it's unlikely that a camper would get stopped. The AZ state police have too much else to do. If they think you are harboring illegal aliens, they might request a search of the camper...
