I heard something about this on the news a while back, has to do more with
illegal commercial traffic. By driving various truck-trailer tandems
appearing under the weight limit, many "truckers" avoid the proper
inter-state/international commerce licensing and fees required to use USA
roads that are paid by every commercial company and/or independent trucker.
Apparently, no more.

That seems absolutely ridiculous, but I guess fitting with some of the
recent Arizona laws I've read about.
