The conversation was about applying in the same category with several bodies
of work, not applying to two different categories with different media which
is customarily done. There is no "moral" problem, I stated my opinion. Maybe
there is no difference. Your friend is booking one booth and showing two
things.
But let me play devil's advocate and say that one photographer sends in 10
applications to the same show with different bodies of work (say, luminous
landscapes, travel, floral, artistic, black and white, people.) and three of
those get accepted; he books all three booths and, with his family/friends,
takes up three photography spots.
He increased his chances and succeeded but in the process another two
photographers now don't have a spot in the show. Fair? Not fair? I don't
know.

Not to play devil's advocate, but... I don't understand the moral problem
with double-applying for shows. If you have two distinct bodies of work,
and are legitimately applying in two categories, what is the problem?
