I'm not suggesting that the law is good -- only pointing out that the
constituents that raised the issue have some valid reasons for wanting it
under public discussion.
The politician is doing what politicians do: he's getting the issue
discussed publicly by all the interested parties by proposing a law that has
some problems -- under attack or not, the proposal does what it is intended
to do, which is to generate discussion.
As for where it would end, well, right now anyone CAN push to have a law
outlawing things they don't like -- that's called freedom of speech.
Doesn't necessarily mean that any law proposed is going to become law in
fact.
Possible poorly designed new laws aside, I still think that the existing law
saying anything in public view can be photographed isn't necessarily
perfect. The ones who are really messing that up aren't the farmers: the
folks from PETA and HSUS who abused the existing freedoms are the ones who
are the root of the problem.
Law isn't a perfect or immutable thing: it's fluid and changing, depending
on the times and the people who care enough about the issues to stick in
their pebbles and make a change in the flow.
We SHOULD care enouigh to stick in our pebbles -- but not blindly and with
negative effect on other folks downstream if at all possible.

Regardless of why this bill originated it is one of the most ridiculous
bills out there. If there is a legitimate problem with PETA and farmers then
trampling on everyones right to free speech should not be the solution.
Anything in public view can be photographed (with very limited exceptions).
Imagine if this bill did pass and was upheld throughout the courts. Where
would it end? Anyone who didn't like pictures taken of something could push
to have a law outlawing it. How much news and information would then become
'illegal'?
