Payout for ads has remained pretty constant over the 15 years I have been publishing on the web, despite all the changes.
Go get a free blog from blogger.com and post a few times. Add search terms (labels) and blogger.com will create a "site" that allows navigation throughout the site based on recent blog postings, labels, and special links that you choose. It's not the perfect structure but it gives the basic idea. I'd prefer more topic links that I can feature like on http://www.clipartguide.com as well as similar images.
You will also need to market the site but these days you can do that by using social networking and good content. If you have good content people will "like" your site and spread the word without you lifting a finger, I am still behind on this but am starting to see how well it works.
Having a specific domain name can be a big plus. Something like "AutomotiveStockPhotos.com" will help you get better listings than "JoeSchmoePhotography.com", assuming you are a specialist in automotive stock photos.
Ultimately, "content is king". That is an old saying that has been around since the dawn of the Internet and it, along with diligence, is a sure path to success. In other words, take one leg and put it forward, then take the next leg and put it in front of the other and pay attention to where you step. You may not succeed to your wildest imagination but you will not fail.
