True enough, but look at all the people who now get worldwide exposure through Flick or Smugmug or....
I think it's safe to say there are many more bad photos than ever before and there are also many more good photos. It's like baseball where the averages don't change a whole lot but overall the average player is much better than 50 or 100 years ago due to: greater participation; better training; and the simple progress that happens over time.
Sorry for the baseball analogy but it IS almost spring and my mind DOES tend to wander. :-)
