There are several tapes that can be used to attach photos to mats -
which one you use depends on the photo. If it is a inkjet or giclee, you
would want to use acid and lignum free tape. As far as I have been able
to determine, these are made of paper or fiber (japanese mulberry) and
are either gummed (water activated adhesive) or designed to be pasted
using an inert rice starch paste.
Art collectors tend to frown upon using the self-adhesive tapes since
they usually cannot be removed from the artwork without damaging it.
There is also the risk of the artwork falling from the mat due to an
ahesive failure.
If you are using wet process photopaper, it is usually a bit more sturdy
and you might be able to get away with the self adhesive tapes.
You should look for archival art tape - Lineco is the one everyone seems
to sell.
