Actually, the U.S. unemployment rate does not figure in people receiving unemployment benefits at all! This is how they figure the rate they publish:
Call 60,000 adults ask them: do you have a job? If not have you looked for a job in the last X number of weeks? So it does not figure in those getting unemployment benefits or those that newly apply nor does it figure in those that are working a part time job at a fast food joint because they got laid off their good paying job and cannot get a full time job in their industry. Those working a part time job a McDonald's are considered "employed" per the U.S. government's official unemployment rate!
