No, photographers are not book publishers, but to the extent that they
publish editions of any kind, they are emulating book publishers. They
use the English term "edition" and should expect that English speaking
clients will understand the normal definition of that word, they should
not presume to create new definitions. If you publish a limited edition,
this says only that the specific edition is limited, not that no other
edition will be created.
Now when you say "2nd, 3rd, or 4th edition" you are suggesting that it
is identical to the first, in which case it would challenge the meaning
of "limited edition". However, if the images are recropped and the page
size is different and perhaps updated copy is used to describe it and,
most importantly, this new edition is not described as "limited", then
it cannot be argued that the original edition was not, in fact, limited.
Semantics are important. Perhaps the single most important phenomenon in
human history. If you aren't prepared to deal with words as symbols with
meanings, I'd prefer that you not use existing words. Make up your own
and have them mean anything you like.
