You are obviously unaware of the appalling "Painter of Light", Thomas
Kinkade. Despite your protestation, he has been a huge figure in "the
art world" for many years and has always sold multiple limited editions
of nearly every one of his dreadful treacly originals. I no longer work
closely with any of his dealers (I used to maintain the website for one
of his more active outlets) so I don't have any reference materials to
refer to, but many of his titles were released in over a dozen different
limited editions.
As I recall, most of his works were sold in at least three different
sizes, generally with both paper and canvas editions of each size, and
always with both a standard (straight inkjet on canvas) and a
"highlighted" (little dabs of oil paint applied by hand) edition. Some
of them had extra editions that were autographed by the artist.
Kinkade was probably the best-selling living artist of his time, at
least in the US, and he had (might still have) dealers active in every
single state. He ended up in all kinds of legal trouble a few years ago
but it was all regarding his relationships with investors, his sales of
multiple editions of the same image never came up that I heard of, and
you can bet I would have heard of it unless it was very recent.
I don't remember the names of many of his competitors (Viktor Shvaiko
comes to mind), but all the ones I came across (because one of my
clients was considering handling their work) had the same system,
although rarely as extensive.
There very definitely are multiple limited editions in the art world.
They're big business and absolutely legal.
