because you can make a certificate that confirms the authenticity that says
anything you want. you need either to back it yourself and have people
trust you or a third party providing the trust relationship. i.e. if The
Met confirms the authenticity of a famous author's painting up for auction
you could ask them to be sure. You may not trust the actual person selling
the painting at an auction as they could be selling a counterfeit
hypothetically.
generally though, the level of trust needed is in response to the price
you're paying. I'd take the authors word for a $200 painting unless I knew
otherwise. A $20,000 painting I would want a third party to confirm the
situation.
