Barbara, I spoke with a very active art festival photographer who told me
he prints his photographs with white borders that simulate mats, and
puts foamboard pieces in the clear bags as stiffeners. He said he has
never had a complaint when someone got home and discovered there
was no mat.
His intent is to hold down his costs and increase profits, not to cater
to more upscale buyers who may have their own thoughts about mats.
Your idea seems plausible to me since you'll have mats available and
I assume you plan to mount the photographs in the mats for them if
they want them.
