One way to go is to use JOOMLA. JOOMLA is a content management system and is supported by a large number of hosting companies. You build the site completely from templates which can be modified. Everything is done through the browser. If the person has no web expertise then someone with JOOMLA knowledge can put the site together initially and then the jeweler, in this case, would be able to edit it after it was built. The editors are quite friendly and do not require knowledge of HTML to put content on a page, add pages, place images, etc.
For sales JOOMLA supports a couple of shopping mart add ons such as Virtuemart. These allow people to place orders and has convenient interfaces to Paypal and/or your merchant account for processing credit cards.
