My favorite and most used - by far - is RadarScope on the iPhone. It is simply the best radar app out there, although you do need to learn a little bit on how radar operates, the various radar tilts, and wind speed screens, etc.
I have RadarScope integrated with weather data provider AllisonHouse. For $10 a month, RadarScope now displays lightning, storm tracks, reports from weather spotters, and more. Extremely valuable information.
I also use Pinpoint Lightning 2011 with will almost instantly alert you of any lightning strikes within 30 miles of your location.
For weather forecasts I have found nothing better than Wx Alert USA which gets all of its info from NOAA and you can set it up to alert you for some or all of NOAA's alerts.
