Hi,

I'd send one piece of mail, certified return receipt. I'd include a filled
out application for Minnesota tax #, a filled out sales tax return (with the
tax # blank, but a note by it saying something like "Application for one
included in this mailing", and a check for the tax. You can print all these
blank forms from their website. I'd also include a letter stating that
you've had difficulty reaching anyone, their website hasn't been allowing
you to register since you don't have or need an EIN, and that you want to
get the sales tax remitted to them as soon as possible.

Keep copies of everything you send, too!
