Hobby Lobby stores have a computerized mat cutter that does wonders. All they do is give it the dimensions and it does the rest on the spot.

Michaels offers a number of 12x16 frames and I believe Ben Franklin does as well...matting is a different story though...the 2:3 ratio is slow to catch on..you would think with the proliferation of digital camera in that ratio, there would be more of a selection....
