I think what he might be referring too, in a confused way, is the practice
of the Police demanding that some photographer delete images from their
camera. Images that the police object too. And so far as I know that would
be a tort---a civil cause of action unless strong arm methods were used.
If I was ever faced with this myself I'd just delete them and go home and
un-delete them.
Getting the ISP admins (or bots from the ISP) to delete images is certainly
not a crime, indeed they are just acting to protect themselves from a DMCA
suit.
