What you experienced is out-gasing of the ink glycols

No! the print is not damaged. The glycols after creating a mirror on
the inside of the glass will migrate back onto the surface of the
paper. The glass will then become transparent again.

You did not say what kind of paper Costco used, but I am 100% sure it
is a RC paper. I have let prints on RC paper dry for two weeks and
still have experienced the same phenomenon when a framed image is
placed in the sun for a few hours. However, inside away from the sun,
framed RC papers are fine.
This is why I only print on non RC papers such as 100% rag.
Out-gassing will not occur with matte papers.
