Don't agree, use it all the time, it may or may not hack out a chunk,
depends on the ratio of how you want to crop.

36"x24" image will be the full image if cropped to 1200 px by 800 px;

Agree with you comment about the resolution, regarding monitors, but file
size will be a factor

Web web (aka monitors) know absolutely nothing about DPI. They only know
about pixel dimensions of an image. You could set the DPI at 3, 300 or 3000
and get the same image on the web.

The crop tool won't work when you want to resize an image, all it will do is
hack out a chunk of the image.
