A simple way to accomplish the 1200 dpi limitation is found in CS3 and later.

Go to: File > Scripts > Image Processor . Under File Type adjust height and width both to 1200 px. The resulting jpg file is then 1200 px in the larger dimension, both in portrait and landscape.

The 300 dpi is a red herring, and can be disregarded.
