It's much more complicated than that and rather unpredictable. "Critical mass" has various meanings and definitions but when applied to progress in areas such as social networking it is akin to magic.
Let's say that I create a stock photography company where independent photographers can submit and split the sales 50/50 and it is profitable but not very attractive for me because I can make more money doing something else. I won't pursue it further and a great idea may not go very far.
On the other hand let's say that a partnership develops much the same idea and goes into business well funded and focused on only achieving success selling stock photography. They are much more likely to achieve success.
So once a small critical mass is achieved then someone else may come along and see that the social aspect is missing and along comes iStock and it soon is licensing more images than any other company in the world.
Often achieving critical mass is dependent on a lot of things coming together and one magical ingredient; think Bill Gates at Microsoft or Steve Jobs at Microsoft.
The whole idea of critical mass is one of my favorite subjects, so appologies if I have gotten off-topic or bored anyone. ;-)
