A 2.5 foot 4" PVC pipe filled with quick set will be way more than 15 lbs! 15 lbs is insufficient anywhere - picture a large grocery store sack of potatoes.
Last night I sent in a application for a show in Edmond, in central Oklahoma. They now require 80 lbs of weight per corner!

I expect about 15lbs each which I understand may not be enough in Florida or the mid-west but we are in California.
