My PVC weights are filled with concrete and re-bar, weigh exactly 31 lbs
each. John is absolutely right, 15 lbs will be inadequate in any kind of a
wind.
Re-bar is easier to find than lead, although lead is easy to obtain either
free from tire stores or from adjustable ankle weights available at your
nearest wally-world for cheap.
After a few years I abandoned my PVC weights and purchased 2 inch square
rods of stock iron, about 38" long, weight 58 lbs. each. They have a ring
welded on one end to tie to the booth. Now we're talking! Another advantage
of these is that they are much more compact than PVC and, being square, they
don't roll around in the trailer. I prime and paint them white every season
and secure them with bungies to the top corners of the booth and with
wide-strap Velcro to the bottom.
There have been times when I have taken both sets of weights for a 10x20
setup and glad I did. Most of the time I just take my iron weights.

A 2.5 foot 4" PVC pipe filled with quick set will be way more than 15 lbs!
15 lbs is insufficient anywhere - picture a large grocery store sack of
potatoes.
Last night I sent in a application for a show in Edmond, in central
Oklahoma. They now require 80 lbs of weight per corner!
