Hi David,
Easy decision. Go to Paseo. Cityarts keeps changing the date and the location, and has way too many artists for the amount of buyers. Last year they had about 250 juried artists and another 100 unjuried booths that they put in an adjacent building. Most artists had terrible sales. I haven't done Paseo but friends that have participated said sales were good.
