One further point - You could consider a 12x18 print instead of the 13x19 print. A 12x18 print works beautifully in an 18x24 mat, and is not noticeably different in size from a 13x19.
The point being that if you would prefer an 18x24 mat/frame combo to a 20x26 (meaning less expense involved), you could still print from your 13x19 paper, but size the image down to 12x18. This would give you a nice 1/2" border on all four sides of your print.
