this is so complex not even the states have good answers all the time.
state tax law and federal law and what is specifically covered for taxation
state by state is often out of date for the digital era and makes for some
interesting loopholes. It's the interstate commerce thing coming into the
picture
in the end, the most reasonable and moral answer to me is if the same photo
if printed would be taxable in the situation you would owe taxes and if not
you wouldn't. you just have to figure out how your local laws relate to
distribution and sale of goods.
