I would not recommend double-sided tape. I wouldn't recommend taping it at all.

If I understand you correctly, you want to take a 10x15 photo and bag it with a 16x20 foamcore backing, and you want the smaller print centered on the backing?

Honestly as a buyer I would wonder why you didn't just put the 10x15 print in a 10x15 bag and are you trying to charge me a 16x20 price when it should be a 10x15 price. You'd be much better off putting a mat on it.

Visually, this is going to look unfinished - having a small print attached to a larger backing. Also, using double-sided tape can ruin the print if a) it's not archival, and b) the customer doesn't want the print stuck to the backing anymore and tries to remove it.

You are also forcing your customer to purchase a mat, whereas if you just printed the 10x15 image centered on a 16x20 sheet of paper, combined with a 16x20 foamcore, your customer could opt to frame it without getting a mat. While not necessarily recommended, many customers do frame them without a mat.
