BTW, a W9 form (the form for providing your SSN/EIN to a client) does
not have to be signed. You can just type your name, address and ID in to
the PDF version of the form, sign it, and e-mail it to whoever needs it.
I've been doing this for several years.

I'm using QuickBooks Pro 2009 and it has the ability to identify vendors
as needing 1099s if you turn that option on. I assume that by the time
this goes into effect it will be on by default for all vendors. At year
end it can print the needed forms on plain paper, it knows the threshold
at which they are needed.

I'm not wild about this, but if it comes to pass the main difference is
going to be the extra cost of a roll of stamps and a handful of envelopes.
