I agree with Rosica. Looks like a legitimate "community" to me. Sites like this are good for marketing your name and/or site and hopefully for getting some feedback on your photography.
I would make three suggestions to whomever owns the site:
1. Set high standards. Insisting that everyone be nice and not setting quality standards is a sure road to mediocrity, IMO.
2. Allow photographers to promote their websites and services, within reason, of course. This can add to the site, if done correctly and will attract professionals. Of course, you are promoting yourself as an amateur publication, so that may be inappropriate, but we all know that in photography there is a very fine line between amateur and pro.
3. ...yeah, I forget the third point. My brain is a little groggy this morning. :-)
