That is true, but in some cases police might legally be allowed to perform random inspections in order to drive near a federal landmark (like the Hoover Dam) and your only option would be to turn around and find an alternate route which may add more time to the trip than emptying a trailer. Otherwise, I agree with Joseph. Simply asking the officer if he/ she is "asking" to search or "ordering" a search and then asking for a badge number might simplify your experience significantly.
